I would imagine the Heritage Centre would 'own' it.
So unless the Heritage Centre's legal status changes before then it would be come an asset of the "THE FRED DIBNAH HERITAGE CENTRE LTD":

Edit: Leon has confirmed that the Heritage Centre is currently applying for Charitable status and that the tractor will be put into that trust if the application should be successful.
